In 1981, when Battery Park City was still a landfill, Creative Time began annual exhibitions there called Art on the Beach. It was an unusual chance for artists to create really large temporary works in the city. "The only problem," said Lipski, "was that the shadow of the World Trade Center literally passed over the works, totally eclipsing them. So I built a stairway aimed right up to the top corner of the North Tower."
